Residentie Parkzicht: national monuments at the heart of a new, green neighbourhood

Commissioned by ABB Ontwikkeling, LEVS collaborates on Residentie Parkzicht: a green urban neighbourhood that is also being shaped by Kampman Architects, Zeinstra Veerbeek Architects, and Studio OXS. The landscape design is by BoschSlabbers. LEVS is specifically responsible for the design of a large new residential building and transformation of De Schijf and De Rotonde – two national monuments from 1961 that together form the iconic core of the area and previously housed the ANWB headquarters. The transformation of these monuments designed by architect J.F. Berghoef presents a special and challenging task.
Heritage meets future
The transformation goes hand in hand with a cultural-historical investigation of De Schijf and De Rotonde, both exemplars of post-war reconstruction architecture. The original structures, materials, decorations, and functions have been studied in detail. This research revealed that both buildings possess a multitude of different elements – from mosaic floors and artworks to sculptural facades and construction methods – that hold significant monumental value.
In the new design, the two monuments will remain as the neighbourhood's beating heart. LEVS transforms De Rotonde into publicly accessible places with 4,500 m² of social amenities. De Schijf is being transformed from an office building into a residential building with approximately 75 apartments in the mid and high-end market segments. As such, the historical details retain their recognizability and the buildings gain vital neighborhood amenities.
Green, mixed, and connected
Surrounding the monuments, six new residential complexes arise with a maximum of 425 homes, in a mix of rental and ownership, along with a semi-underground parking garage. LEVS designs one of the middle blocks: a building with about 100 social housing units. The plan emphasizes facades with greenery and art, made of masonry that connects to the monuments, and with the spacious, biodiverse layout establishes a clear link with the nearby Landgoed Clingendael.
Participation as a foundation
In July 2025, LEVS joined one of the participation evenings, after earlier sessions had already taken place where participants discussed the zoning plan and three possible housing concepts presented by MLA+. The session in July focused on the preliminary design by the aforementioned architects – an important moment for sharing ideas with nearby and future residents.
